외교부 장관 특사, 동티모르 방문 (3.15-17, 동티모르 딜리)
한국 정부는 김창범 전 주인도네시아 대사와 최경희 서울대 아시아연구소 교수를 3월 15-17일 외교부 장관 특사로서 딜리에 파견하여 조제 하무스 오르타(José Ramos-Horta) 동티모르 대통령을 예방하고 한국 정부의 인태 전략 및 한-아세안 연대구상 하 한국과 동티모르의 협력 관계 강화 의지를 전달함
더불어, 오르타 대통령을 6월 초 개최되는 ‘제주평화포럼’ 개막식에 초청하고, 동 방한을 통해 양국 간 고위급 교류가 활성화를 희망함. 외교부는 올해 동남아 친선그룹(「Friends of SEA(Southeast Asia)」)을 발족하여 동남아시아 중소국들(동티모르·라오스·브루나이)과의 협력 강화를 추진하고 있음
아직 한국과 동티모르의 경제협력 수준은 낮은 편이나, 동티모르는 석유 및 가스 생산량이 풍부하여 천연자원 및 에너지 협력이 가능할 것으로 예상됨. 한국과 동티모르 간의 대외 교역액은 213만 달러 (2021), FDI 4,200만 달러 (2021), ODA 1,098만 달러 (2020년)를 기록함
인태경제프레임워크(IPEF) 제2차 공식협상 개최 (3.13-19, 인도네시아 발리)
IPEF는 2022년 5월 미국 주도하에 출범한 아시아-태평양 지역 내 다자간 경제-안보 협력체로 한국, 미국, 일본과 아세안 7개국 (싱가포르, 태국, 베트남, 브루나이, 말레이시아, 필리핀, 인도네시아) 등 14개 국가가 참여 (14개 참여국은 전 세계 GDP의 40% 담당)
이번 협상은 △무역, △공급망, △청정경제, △공정경제 4개 전 분야를 대상으로 하는 두 번째 공식 협상으로 무역 분야의 경우 디지털, 무역원활화, 노동, 환경, 농업, 경쟁, 투명성, 포용성, 경제협력 등 9개 세부 분야를 중심으로 논의 중(다만, 무역 협정은 아니기 때문에 관세 철폐에 관한 논의는 다루지 않을 전망)
산업부는 제2차 협상에 대비, 민관전략회의와 함께 산하 분야별 워킹그룹을 개최하여 소통 및 협의를 강화해옴(‘23.3.6. 통상교섭본부장 주재 제3차 IPEF 민관전략회의 개최)

Visit of ROK-MOFA Special Envoy to Dili, Timor-Leste (15-17 March)
The Korean Ministry of Foreign Affairs (ROK-MOFA) dispatched Amb. Kim Chang-beom, former Ambassador of Korea to Indonesia, and Professor Choi Kyung Hee of the Seoul National University Asia Center (SNUAC) as the government’s special envoys to meet with President Ramos-Horta, hoping to discuss and reinforce bilateral cooperation between ROK and Timor-Leste under the ROK’s Indo-Pacific Strategy and the Korea-ASEAN Solidarity Initiative (KASI).
President Ramos-Horta was also extended an invitation to the Jeju Forum for Peace and Prosperity, that will be held in early June, where high-level exchanges between the two countries are expected to be revitalized through the visit. Additionally, the ROK-MOFA this year launched the ‘Friends of SEA (Southeast Asia)’ that aims to strengthen cooperation with small and medium-sized countries in ASEAN (Timor-Leste, Lao PDR, and Brunei Darussalam).
Korea can expect to strengthen bilateral cooperation as the Timor-Leste is rich in natural resources including oil and gas. The total amount of trade between South Korea and Timor-Leste recorded $2.13 million (2021), FDI $42 million (2021), and ODA $10.98 million (2020).
IPEF’s 2nd Round of Official Negotiations held in Bali, Indonesia (13-19 March)
In May 2022, the United States launched the Indo-Pacific Economic Framework for Prosperity (IPEF) with 14 countries, including the Republic of Korea, Japan, and 7 AMSs (Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, Thailand, and Vietnam). As of 2021, trade between Republic of Korea and the remaining 13 IPEF member nations stands at US$498.4 billion, accounting for almost 40 percent of Korea’s total trade.
The Ministerial Statements, issued by IPEF partners, outline the scope of negotiations for the four IPEF pillars, which are: Trade, Supply Chains, Clean Economy, and Fair Economy.
The trade pillar intends to pursue provisions and initiatives related to labor, environment, digital economy, agriculture, competition policy, transparency and good regulatory practices, trade facilitation, inclusivity, and technical assistance and economic cooperation.
Last but not least, the Ministry of Trade, Industry and Energy strengthened their communication via working group meetings, as well as public-private strategy meetings for the second round of official negotiations that was held in Bali.
