대한민국 외교부, 인도-태평양 전략 설명회 개최 (2022. 12. 28)
대한민국 외교부는 자유, 평화, 번영의 세 가지 비전을 바탕으로 발표된 인도태평양 전략*을 통해 아세안을 비롯한 인도-태평양 주요국과 협력 네트워크를 강화하고 긴밀히 협력해 나갈 것이라고 밝힘.
* 인도-태평양 전략 9대 중점 추진 과제: ①규범과 규칙에 기반한 인태 지역 질서 구축 ②법치주의와 인권 증진 협력 ③비확산‧대테러 협력 강화 ④포괄안보 협력 확대 ⑤경제안보 네트워크 확충 ⑥첨단 과학기술 분야 협력 강화 및 역내 디지털 격차 해소 기여 ⑦기후변화 및 에너지 안보 관련 역내 협력 주도 ⑧맞춤형 개발협력 파트너십 증진을 통한 적극적 기여 외교 ⑨상호 이해와 교류 증진
아세안(ASEAN)과의 협력 방향과 이를 통한 경제 및 안보 증진 방안을 지속적으로 논의하고, 통상과 기능적 협력을 넘어선 아세안에 특화된 포괄적이고 전략적인 협력을 추진해 나갈 것을 시사함.
한-아세안 연대구상(KASI: Korea-ASEAN Solidarity Initiative)
- 아세안을 위한 맞춤형 인도태평양 전략으로 주 협력 분야였던 경제·사회·문화 협력에 더해 정치·안보 분야의 협력 강화를 포함하는 내용
- 정치안보 분야에서는 포괄적 안보가 핵심 의제, 경제 분야에서는 전기차·배터리 등 미래 산업 활성화를 위해 환경·백신·바이오 분야 협력 확대 등을 추가
- 그 외에도 2024년까지 한·아세안 관계의 ‘포괄적 전략적 동반자 관계’ 격상, 한·아세안 외교당국 전략대화 활성화, 한·아세안 국방장관회의 개최, 아세안 연합훈련 참여, 한·아세안 자유무역협정(FTA) 업그레이드 등 내용을 포함할 예정

Korea’s Indo-Pacific strategy highlights the country’s foreign policy outlook toward the Indo-Pacific region and envisions a multi-layered and comprehensive network of partnerships to face challenges through freedom, peace, and prosperity.
The nine priority areas in the strategy are: ① building a regional rules-based order; ② promoting rule of law and human rights; ③ strengthening non-proliferation and counter-terrorism efforts; ④ expanding comprehensive security cooperation; ⑤ forming economic security networks; ⑥ boosting cooperation in science and technology and closing the digital gap; ⑦ leading cooperation in climate change and energy security; ⑧ conducting “contributive diplomacy” through tailored development cooperation partnerships; and ⑨ raising mutual understanding and exchange.
The ministry pledged to continue discussions on the direction of cooperation with ASEAN, one of Korea’s key partners in its Indo-Pacific strategy, for boosting economy and enhancing security in the strategy’s context. Another suggestion was to advance cooperation with ASEAN beyond trade and functional cooperation in the past to an ASEAN-tailored comprehensive and strategic cooperation (Korea-ASEAN Solidarity Initiative).
Korea-ASEAN Solidarity Initiative (KASI)
- KASI, a tailored strategy toward ASEAN under the framework of the Indo-Pacific strategy, seeks to strengthen political security cooperation in addition to the previous focus points of economic, social, and cultural cooperation
- In the political security area, comprehensive security is the key agenda. In economy, the strategy proposes expansion of cooperation in the environment, vaccines, and biotechnology as well as electric vehicles and batteries
- The Yoon administration also suggested elevating in 2024 the ASEAN-Korea partnership into a comprehensive strategic partnership. The initiative also includes strengthening of the ASEAN-Korea Foreign Ministerial Strategic Dialogue and ASEAN-Korea Defense Minister’s Meeting, participation in the ASEAN joint military exercise, and upgrade in the ASEAN-Korea FTA
아세안 정책 동향 보고서: AEC 순환경제 프레임워크(Framework for Circular Economy for the AEC) (2022. 12)
아세안 통합 모니터링 이사회(Integration Monitoring Directorate)는 2021년 10월에 발표된 AEC* 순환경제 프레임워크의 이행 현황과 성과를 검토하고 지속 가능한 경제 회복 제언을 위해 정책 동향 보고서를 발표.
* AEC: ASEAN Economic Community
이사회는 보고서를 통해 아세안 지역의 탄소 배출량 감소(2011-2019년 기준)와 정책 지원을 긍정적으로 평가하고, 저탄소 순환 경제로의 실질적인 전환을 위해 다음과 같이 제언함: ① 글로벌 순환경제 원칙 및 AMS 우선 순위에 맞게 조정 ② 관련 정보 및 지원 서비스에 대한 접근 지원 및 확대 ③ 유관기관 및 관계부처 간의 네트워킹 강화.
AEC 순환경제 프레임워크(Framework for Circular Economy for the AEC) (2021 발표)
자원 고갈, 생산-소비 밸류체인(value chain)의 비효율성, 기후변화 등 위협요인에 대응하여 경제적 회복력을 제고하고 지속 가능성을 높이고자 AEC가 제시한 친환경 경제모델 프레임
순환경제 프레임워크의 3대 전략 목표: ① 천연자원 기반 성장 모델에서 탈피해 회복력 있는 경제 구축
② 경쟁력 향상 및 혁신을 통한 자원 효율성 확보
③ ESG(환경·사회·지배구조) 기준 채택 및 순환경제 관련 펀드 조성을 통한 지속 가능한 성장 달성
Framework for Circular Economy of ASEAN Economic Community (Dec. 2022)
The ASEAN Integration Monitoring Directorate’s policy brief reviews the implementation and performance of the Framework for Circular Economy for the ASEAN Economic Community announced in October 2021, as well as make recommendations on sustainable economic recovery.
As the directorate shared a positive outlook on ASEAN’s transition toward a circular economy with a decline in most carbon emissions in the ASEAN Member States and its policy reflection, the brief proposed policy suggestions to guide ASEAN’s transition to a low-carbon circular economy and unify national initiatives into one to enable practical implementation as follows: ① recognize priorities and develop a common vision of market players; ② conduct research and knowledge sharing; and ③ promote cooperation and resource mobilization.
Framework for Circular Economy for AEC (announced in 2021)
Recognizing that its economic resilience depends on sustainable and inclusive economic growth, the ASEAN Economic Community proposed a new economic framework that signifies the importance of the circular economy, achieving its long-term strategic goals of a resilient economy, resource efficiency, and sustainable and inclusive growth. The framework is ASEAN’s first strategic move toward promoting circularity for long-term resilience.
① Set up resilient economy to scrap previous model dependent on natural resources
② Secure resource efficiency for ensuring competitiveness and innovation
③ Achieve sustainable development through adoption of environmental, social, and governance (ESG) opportunities and funds related to circular economy
