한국-인도네시아 포괄적 경제동반자협정(IK-CEPA) 비준
인도네시아 의회는 8월 30일 한국과 인도네시아 간 포괄적경제동반자협정(Indonesia-Korea Comprehensive Economic Partnership Agreement, IK-CEPA)을 비준함. IK-CEPA는 기존 한-아세안 FTA보다 높은 개방 수준의 무역·투자·서비스·지식재산권 등을 포함하고 있는 상호 포괄적 경제협정임.

CEPA의 주요 내용
외국인 투자자의 보호 강화(IK-CEPA의 경우 한국인 투자자에 대한 강화된 보호조치), 투자자-국가 간 분쟁해결을 위해 중재기관, 중재적용규칙, 중재판정부의 구성, 중복소송제한, 중재판정 등의 구체적인 ISD(투자자-국가간 분쟁해결) 절차들을 규정하고, 원산지 상품에 대한 관세를 점진적으로 인하 또는 철폐하여 시장 접근성 향상(자동차, 모터사이클, 전기 및 전자제품, 건설기계 및 중장비 등)을 목적으로 함. 그 외로 원산지 규정 및 판정 절차 세부사항 규정, 통관 절차 간소화, 무역구제를 위한 제도적 장치, 기존 한-아세안 FTA보다 높은 수준의 서비스 시장 개방 등의 내용을 포함하고 있음.
Ratification of Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA)
The Indonesian Parliament has ratified the Comprehensive Economic Partnership Agreement with Korea (IK-CEPA) on August 30. This economic cooperation accord includes a comprehensive free trade agreement covering trade, investment, services, and intellectual property rights.

(Implementation is expected within 30 days after Indonesia’s ratification (Sept 28) and with the approval of the Indonesian President).
IK-CEPA Highlights
IK-CEPA includes clauses to further strengthen the protection of foreign investors; stipulation of specific investor-state dispute (ISD) settlement procedures such as on arbitration rules for dispute resolutions; and improving market access for goods (e.g., cars, motorcycles, electricity and electronics, and construction machinery and heavy equipment) through the gradual reduction or elimination of tariffs on originating goods. In addition, it also includes details on rules of origin and determination procedures, simplification of customs procedures, institutional arrangements for trade remedies, and a higher level of service market opening than the existing Korea-ASEAN FTA.
2022년 아세안투자 보고서 발간 (9.14)
아세안 투자지역 위원회는 지난 9월 14-18일에 열린 제54차 아세안 경제장관회의를 계기로 ‘2022년 아세안 투자 보고서: 팬데믹 회복 및 투자 촉진’을 발간하여 역내 투자 트렌드와 주요 이슈들을 다룸.
보고서 주요 내용:
2021년 ASEAN 역내 해외직접투자(FDI) 유입 비율은 전년 대비 42% 증가(1,740억 달러)하여 코로나 팬더믹 이전 수준까지 회복됨.
이러한 FDI 상승세의 주요 요인으로는 1)투자 방식의 다양화 2) 제조업의 강한 회복세 3) 공급망 확장에 주력한 기업의 전략 4) 주요 투자국의 투자금액 상승 5) 디지털 경제를 포함한 인프라 분야의 투자 등을 꼽았음.
FDI에서 가장 많은 비중을 차지한 분야는 금융 및 뱅킹, 가장 큰 투자 상승률을(136%) 기록한 제조업 분야는 전기차, 전자제품, 바이오 의학 등이 있음. EV, 전자 및 디지털 경제, 핀테크와 같은 핵심 산업은 향후 몇 년 동안 ASEAN의 지속적인 FDI 성장을 주도할 잠재력을 가지고 있다고 평가함.
Release of ASEAN Investment Report 2022 (September 14)
The ‘ASEAN Investment Report 2022: Pandemic Recovery and Investment Facilitation’ was launched at the ASEAN Economic Ministers-25th ASEAN Investment Area Council meeting that was held on September 14 to 18, of which analyzed investment trends and addressed major investment issues in the region.
In 2021, foreign direct investment (FDI) in ASEAN surged 42% to the pre-pandemic level of USD 174 billion. Several factors were behind the upturn including (i) rising investment across modalities; (ii) strong rebound in the manufacturing sectors; (iii) corporate investment strategies focusing on capacity expansion to bolster supply chains; (iv) significant investments from key source countries; and (v) investments in infrastructure activities including in the digital economy.
Finance and banking sectors remained the largest recipient of FDI, while the manufacturing sector recorded the strongest growth (136%) led by electric vehicles (EVs), electronics, biomedical, and pharmaceuticals. The report said key industries such as EVs, electronics, fintech, and the digital economy have the potential to drive continued FDI growth in the region over the next few years.
